Add school

Sets the default academic-year division (trimesters / terms / semesters) and the education stages this school can run.
Tick only the stages this school actually has. You can enable more later. Levels & fees are created inside these stages.
Leave the number blank for neighborhoods that don't have one (e.g. Riviera Palmeraie, GESCO).
If a school with the same generated code already exists, add a "-2", "-3"… suffix instead of rejecting it.
Auto-built from the name initials + quartier + number. You can override it. Cannot be changed later.
The ministry/authority that issued the code (MENA/DSPS for a groupe scolaire, MESRS for a university or institut). Defaults from the institution type; change it if the school's regulator differs.
